quoted_printable_decode — 將 quoted-printable 字符串轉換為 8-bit 字符串
$str): string該函數返回 quoted-printable 解碼之后的 8-bit 字符串 (參考 ? RFC2045 的6.7章節，而不是 ? RFC2821 的4.5.2章節，so additional periods are not stripped from the beginning of line)
該函數與 imap_qprint() 函數十分相似，但是該函數不需要依賴(lài) IMAP 模塊。
str輸入的字符串。
返回的 8-bit 二進(jìn)制字符串。
